Mr. S B Krishnan, IA&AS (Retd.), served the Government of India in various capacities for more than 35 years, till he superannuated in December 2000.
When he was Joint Secretary and Financial Adviser to the Government of India in the Ministry of Science and Technology, he was instrumental in the conceptualisation and the formation of the Technology Development Board (TDB) under an Act of Parliament, in October 1996. TDB provides financial assistance to industrial concerns and R&D institutions by way of equity, loans and grants for development and commercialisation of indigenous technologies and adaptation of imported technologies for wider domestic application.
Mr. Krishnan was the first Chief Executive Officer of TDB when he was appointed by the Government of India as its first Member-Secretary in 1996. He continued to hold that post till he retired in the pay and rank of Secretary to the Government of India in December 2000.
Mr. Krishnan is a Director in the Board of Directors of the following companies:

(iii) University of Hyderabad Knowledge and Innovation Park Private Limited, Hyderabad
He is a member of the following committees:

(ii) Technical Screening Committee of Biotechnology Industrial Partnership Programme (BIPP) of the Department of Biotechnology, to support the industry
(iii) Budgeting Committee of Biotechnology Industrial Partnership Programme of the Department of Biotechnology
(iv) Apex Committee of Biotechnology Industrial Partnership Programme of the Department of Biotechnology
